This indeed. The HIB2 key is a part of the HIB3 bundle, thus it doesn't need to be clarified further that it's included when you create the giveaway.
Also, giving away the HIB2 key from HIB3 by itself is against the rules. You would need to redeem the gift URL for yourself to get the key, anyway, which would render your gift URL invalid and useless.
Please note that it has to be an unused gift URL you give away, everything else is against the rules.

Also you need to give the person an unused url for Humble Bundles, not just keys.

From the FAQ and guidelines:
"When you submit a Humble Bundle, it is only acceptable to have an unactivated gift URL to provide to the winner. Members giving away Steam keys and the like will be warned, have their giveaways removed, and if they continue, may result in a suspension."

I am thinking of giving away some left over Humble Indie Bundle gift codes. The codes are for the 3rd Humble Indie Bundle and comes with Steam codes of the 2nd Humble Indie Bundle. When I go to create a giveaway there is no option for Humble Indie Bundle 2 + 3. Should I make two separate giveaways and just giveaway the Steam keys? Or should I just list it as just the 3rd Humble Indie Bundle?
