If you activate the second game in your account and mark as received i guess it would be ok for the SG database.

One reason I can think of is if you're from a low-price country (like Russia or Brazil) and want to give the game to a friend who's not.

At a glance, that seems fairly acceptable- it would especially make a lot of sense if you're trying to get both of you able to play a co-op game together. Though if they're trying to upgrade for the purpose of resale [or regifting on sg as non-region-locked], then it becomes a fair bit more dubious.
Though as noted by others, there's a risk if the key isn't functional [though if it's a steam gift, I guess you avoid that?].

You must redeem all your won gifts on your account. Instead of regifting your won key, you might as well buy the game you would buy for yourself and gift that one to a friend. Better be safe than sorry, since if there are any problems with the key/gift, you won't have it on your account.

It's fine too. As long as you end up with the game activated, it doesn't really matter what happens to the actual key/game, although I personally wouldn't want to do that. I suggest activating all won gifts/keys and then purchasing the game again if needed for whatever reason.

That's completely okay, but make sure your friend confirms that the key definitely works and that you activate yours as soon as possible afterwards before you mark it as received. Though I'm not sure why you'd do this as the other way around would definitely be safer.

The only thing that matters to be compliant with the rules, is that you must have a copy of the game you won in your Steam library.
After your ownership of a game is verified, no one except you can know where you obtained it.
However, some users could just hastily think that you're regifting, without even checking your account, so you have to be wary of that.

If you knowingly did it with the intent to trigger their weak heart, it'd be premeditated homicide and clearly murder.
If you weren't aware they were likely to die, it'd be involuntary manslaughter (which in a broader moral sense is considered murder much like killing someone on that battlefield is, but similarly doesn't hold meaningful legal stigma as such).

I suppose the question boils down to if we're talking in existential or legal terms (and in the latter, how good your legal defense is? :P)

Also, that same scenario came straight to my mind as well- so.. kudos? :P

If you were still the one killing the poor Mexican, it would at least be manslaughter. You would run the risk of getting sentenced for a murder you did not commit, while still being guilty of another crime. So justice will be served, just not in the intended way.

regifting = you won a game and did not activate it, but instead created a giveaway for it
if you won a game which you activated, but later decided that you like it and want others to try it as well, or meanwhile it was bundled and you have a spare copy (or whatever other reason), of course that you can create a giveaway for it without any problem
