I hate when websites do that, it bothers me so much. I feel like it just wastes screen space. Some sites have a separate popup for when you scroll down and you can block it with an adblocker, but other sites like youtube have no popup, so if you block it you have no header at the top of the page when you scroll back up.

Hit the 'Home' key on your keyboard and it will jump to the top of the page ('End' jumps to the bottom). That's what it's there for! :)
