The name is terrible.
Never brand a name that is too common, try at least something easily to remember, short, catchy and unique.

NO NON ONO NO !!! - PACIFIC RISING ! For the dramatic effect. Pacific Rising imho is a better name then Rise of the Pacific or Pacific Rise. .... YOU EITHER PUT Pacific Rising or keep Pacific Rise and add S => Pacific Rises ( ye like batman the dark knight lol) -------EDIT----- or even add a THE (and S at Pacific Rise) => The Pacific Rises.

It really depends on the plot. Rise of the pacific implies either a bunch of warless people coming to power or protest or the Pacific Ocean having big waves/something coming out of that. I have no idea why you'd call it pacific rise. Maybe the pacific rise or as the pacific rise.

New name suggestion: rise of the pacifists. (assuming you're referring to pacifists as the pacific which is correct usage of the term) It'll stop people from associating with the Pacific Ocean which is the first thing that came to my mind in either case.

"Rise of the Pacific" would not only sound better, it's also grammatically correct. "Pacific Ascent" would be an alternative.

In the case of "Pacific Rise," the word "rise" would properly be the infinitive form of the verb working as a noun (meaning "ascent") as opposed to the regular noun (meaning "bump" or "elevation"). In such a case, the infinitive should either come first (Rise of the Pacific), or use the present participle (Pacific Rising).
