You should run some more tests (like dling a torrent or a Steam game) and then contact a lawyer if your speed is really that low.

from steam servers i have peaked at 18.5mbps
my verizon connection says i download at 35mbps and upload at 22mbps

Nope, I do, and like the other guy said, I'm really lucky. I live next to and work [part-time] at a major DoD-affiliated research lab at a highly-ranked US technical university, so I have an insane internet connection. I'd post a Speedtest but I'm at my parents' house right now and all they have is some terrible Comcast connection.
From what I understand, we have one of the fastest internet connections in the US, just behind the Pentagon and some of our rivals at MIT and the likes.
