Nah, the rule is not to buy anything until the last day unless it's a daily or flash sale.

The reason for this is that most things have a regular sale price and a better discount for if they are on daily deal/flash sale/community choice. So you shouldn't buy anything at the regular discount without waiting to see if it will go to the better discount. If it does go to the better discount then that's usually as good as it gets and you should go for it.

I did wait for 15 mins, they sale begins with 33& off, then it changed to 50% off after 15 mins, I thought it's the final price because normally it won't have second change

This is actually what happened with Bastion as well. If someone else noticed it was 50% at first, I didn't wanna buy it for that price. Then it changed to 80% and I bought it. Also, most of the people here don't understand what you're saying so they're commenting on the wrong situation.

If the discount is 66% off in the summer sale as planned, anybody who bought it with lower discount in the day should get a refund, because it's clearly an error from steam, did they tell people NOT to buy games until at least an hour past?

edit: FYI, they do give refunds for reasons like this if you ask. I bought GTA IV instead of the GTA collection and asked if I could be given credit so I can take advantage of the better deal. Worked for me, anyways.

Everytime the new deals started it has taken steam a couple of minutes to actually cheapen the games.
Its your fault for not noticing, but nobody can deny it's steams fault for not updating properly.

I'd suggest hiitting up steam support, I'm sure they'll give you steam wallet for the money you "lost"
