As someone very new to the site, this is what I assumed the levels were for, its to stop leechers and encourage people to give back to the community?

Leechers may roam freely as they wish. They just won't have access to level restricted giveaways which in general provide better winning odds because of having less entries.
So yes, you could say it encourages some to give something to others if the giving itself doesn't satisfy them on it's own ;)

A high contributor value is an indication that the person is generous if this person is rich and ultra generous if this person is poor... :o)

If you are looking for a meaningful answer with deeper meaning, I do not think I'm the guy who can give you that.
For me, this level does not matter: I'm here to give someone a game that I can and maybe that person will become at least a little happier. :)

I know quite a lot of high level users on this website.
Not one of them does look down on anyone. Maybe I havent met them yet. To me the most generous people here tend to be the most social as well.
Everyone has to decide themselves what and if they want to give. Some are able to give a lot, some don't.
I must admit by giving more you can enter what some might call the elite giveaway groups. I wouldnt call them elite myself though.

Honestly I think contributor levels are pointless, if they gave the person a bit more of a chance to win due to giving so much, it'd be nice and fair, but just making exclusive giveaways for people who give a lot of games away is kind of pointless, if they can give away so many games they don't really need any more. I'm on this site cause I can't afford anything myself at the moment and I give away extra stuff that I happen to have from bundles that I bought a long time ago or some other random circumstances. The only reason I consider making level 1 instead of just public giveaways is to avoid people who don't understand how the site works.

That's not true. Thanks to the CV system I maintain a reasonable rate to win stuff, which in turn increases your motivation to give back. If it didn't exist, every single giveaway would have 500+ entries and a lot of people would not be bothered to use the site at all.

They're just a method to hook people into giving. Getting to Level 1 requires close to nothing, Level 2 is just a tiny bit more demanding and so on. Before you know it, you want to get to the next level and you're giving and giving. But seriously, once I run out of bundle leftovers it's going to become a trickle + some occasional unbundled stuff for my whitelist. Levels be damned.

It´s is usefull to "somewhat" see, if someone does or does not actively contribute to the site, but it´s rather pointless to take the levels to serious. They way how it is calculated is debatable. They ways things find their way to tagged bundled or not is different. Things are valued less and bundled, cause "some" people on "some" places in this world could aquire it for 25% of the prices, while their contribution in restricted giveaway is still measured 100%.
If peter , paul, marry, harry and sally do group giveaways, they are very generous to each other, but not necessarily to the whole community.
If mad frogs, monochromatic aliens and other people do over and over annoying puzzles, they are generous to each other, but not necessarily to community-members that does not even know there is a discussion button on the top of the site and so on.....
conclusion:
The level-system is a very very rough way , not more not less....but it´s still a way creators could probably do giveaways with a sense of "giveback mentality"
And it´s also a way to get with a higher level of winner, more likely someone thats more familar with the mechanic how this site works and that this one knows how to do his "duty" in activating and marking......of course there are and will be always exceptions.
