time invested farming the cards is essentially nil, but it does take time to move the keys to the appropriate accounts, and then list the cards.
it's more than break even, and quite a bit more than break even, if you're using marketplace in a region with low value currency

Low value currency means vastly lower minimum fees, or what? In Europe, selling something for 0.03€ means you get 0.01€. The games seem to have cards around $0.07 or so; $0.07 will be $0.05 post-fees. Of course the card price might drop strongly due to this bundle, if there's enough buyers.
Are there tools to batch-list cards based on certain criteria, to accelerate this? For me it takes forever to list a bunch, as I usually want to check each card's market for a good price. I know "one step below the cheapest current offer" is an option, but it's usually not exactly optimal.

I know you see it on people selling stuff, as if someone puts a sell order in at 3 cents and there's a bid at $1, they'll sell it for 3 cents (provided there's a bid that low). I think that's messed up, but it still hasn't been "fixed", so ...
but, anyway, being in the EU, you probably don't see it very often on buy side, as it works a bit differently.... if I put a bid in for $5, and there's an ask up that displays for me at $0.03, then it'll buy it at $0.03, not $5. BUT that item could be listed at something like, well, 11 Won, which is less than a cent. I'm not certain of this, but I believe that that person that had it listed at 11 won, would then get 3 cents for it (or around 35 won, like you can see in that screenshot).
But, even if that isn't the case, you could always list it close to that 0.03 USD price and eventually sell it for that much. The item I took a snap of, there isn't a whole lot of volume in... but for most of these games w/ cards that get bundled, for at least a week or two after, there's very high volume... so you're bound to sell it for much more.
and, yeah, it's essentially because of the initial listing fee. there are plenty of high GDP countries that have low value currencies, but because they have this low value currency and Steam doesn't want to use 'steambucks', more than 2 decimals, or change from the '0.03' system, it means the initial listing fee in places with those low value currencies is much less... of course it gradually evens out, so if you paid $200 for something, it'd cost $199.9801 in the low currency value country... but you can see how big of an impact it is for lower value items.
I have messed around a bit on the Norway marketplace (8.21 NOK per $1 USD right now) & esp. on these 8+ card sets, it's quite noticeable how much more profitable it is to sell there. Just don't get carried away having the lowest listing, since ppl in CA, US, EU, UK are forced to buy at a higher price, anyway.
re: listing quickly.... don't know of anything other than the 'quick list', 1 cent below.... Except for games that have been free for extended periods of times, I can always get 0.07 USD per card for a 5 card set, occasionally 0.08 (on a 'quick sell', 0.08 on a 5 card set still goes for just about everything, if you don't mind waiting weeks, or month).
Euro is in a bad spot right now w/ the value @ 1.14 usd/euro. Means that even if you list at 0.06 euro after fees (0.08 euro), that 0.08 euro is > 0.09 usd, I imagine it should still sell for that 0.06 eventually, just may take some extra time (since you lose out on any USD <> USD selling & purchasing at that 0.09 price point)

If I knew how the marketplace worked & I was starting from brand new ...
I'd probably just run a proxy through a personal VPS, probably via Japan, since I can get about 100ms ping times to Japan & it has the 100:1 yen:usd currency.
Norway would be another choice, as it & New Zealand tend to have the cheapest 'world' region gifts. Canada used to be pretty good, but not so much lately (since CAD has increased in value vs USD a lot more than the NOK has, for example).
Too much latency to consider New Zealand & Canada's currency is too high.
Hmm, don't have much experience with South Korea, since it only became affordable for a server recently (w/ Amazon's expansion pretty much).... I guess the latency there shouldn't be more than 120-140ms. It usually doesn't have the great discounts like Norway or Japan, though.

98% of games have lower price in Japan than in US, at least over the last 18 months... didn't check before then.
Some aren't available in Japan region, but that's about it.

Well, I shouldn't say 'typical', it seems to be some new 'standard' pricing scheme, as I know currency fluctuations alone wouldn't cause the huge drop in Canada & Japan discounts. Norway & NZ are essentially the same as they've always been, taking into account dollar weakness over the last month or so.
