No, it will still count as bundled game.

A game is considered bundled when its' price falls below 95% off discount, whether it's in a bundle or not, and it only takes one country getting said discount...like let's say in the US a game is only 80% off but in Russia, where the game's value is already lower due to Steam pricing regions differently, then the discount of 80% compared to the US full price comes out to 95% in Russia at US prices... So some games can be bundled but not fall below that discount value and give full CV. While some games may never be bundled but get a steep discount and then go on the list.
As for the timing; the CV can drop at a later date depending when it finally gets added to the bundle list. When that happens it will apply to any giveaway for that game that occurred after the discount and lower the CV... even months later ...so you have to give a game away BEFORE it is ever considered bundled or goes on steep discount to get and keep full value. And if the game goes on discount and you didn't see it weeks ago and it isn't on the bundle list yet you might think "oh good I'll get full CV" only to have it added the next day because of the sale you missed and thereby lowering your ratio seemingly out of nowhere.
