Any purchase on Steam will need to be activated to a single account, and sets labeled as 'Bundles' cannot gifted at all.
If you find a storefront selling keys, they may sell combined or individual keys, depending on the site. Since sites don't usually publicize that information, you'll usually need to contact each site directly and ask them how they sell the product.

For what it's worth, the port of the first Ninja Storm is supposed to be pretty poorly done, and I think 3 is generally favored over 2. So if you're unsure on the series to begin with, you really don't need to get all three games anyway- rather, grab the third game and then, if you really like it, you can always consider getting the second one later on. Also, the third game was bundled (whereas I don't believe the first two games were), so you may be able to get a decent deal in trade for it.
