That argument works only if those purchases would be made domestically if regional pricing weren't available. If the purchase would 100% be made at the lowest price available, the region restriction does indeed help developers and valve. However if you assume the purchases are made only because of the low regional price, it is the developers and valve who lose money from region restrictions. I would be interested to know which of these had the most impact over the winter sale.

I think it has a much more positive effect overall. There are people who used to use price exploitation to get games cheaper, but they'll still pay $60 for a brand new game that they want. There are going to be a lot of people who won't pay $60 for a game in any situation, but now instead of getting a $60 game for $30 the day it comes out they're going to wait for a sale a few months from then and buy it for $20 or $30. While I'm sure there are a small group of game hoarders who would buy new games they didn't really want to play to pad out their account from Russians and now they have to cut back on it, I don't think they'll make any real difference compared to everyone else who buys games.

Microsoft buys Steam and integrates video driver and Direct X update service into it. All XB 360 titles ported, all pouring money down the drain (read, pretending *nix can be in any way gaming system) stops immediately and all titles receive 10% permanent rebate on the account of no longer wasted resources :3
