Valve recently changed the rules concerning gifts and VAC-enabled games:

Permanent Bans and Gift Restrictions
VAC and Game Ban enabled games can either be bought for your own account, or gifted immediately. They can no longer be saved to your inventory for trading purposes. If you directly gift a game to someone who gets permanently banned, you won’t be able to gift that game again.

Did steam recently change this?
I tried to by Arma 3 for my friend but I want it in my inventory first before i send it off.
Realized that there was no "store my gift in my inventory to send later" option because apparently "they are multi-player games with VAC or custom anti-cheat software."
