Store availability only defines availability of people in given Store region to buy a game.
All keys, gifts and other ways of obtaining the game have their own rules, and most of the time they do not follow strictly Steam store restrictions, at least majority of them.
For example, I have original New Vegas that was available for west EU, while it's not available for me as I should be buying the one released by cenega instead.

So Fallout New vegas, is not available in India, and doesn't show up in indian steam store.
Just wanted to ask what would happen if i bought a global cd key from another seller, and activated the game in my steam account.
Will i be able to play the game ?
