No, that's not how it works.
The creator of the petition specifies that they 'need' 200 signatures before they'll send it to Steam. But it doesn't guarantee that Valve will even necessarily respond, much less unlock gifting. It increases the chances, though, because it makes it easy to see how many people care.
That said, 200 people is a rather small number.

How will valve lose money? You can't buy the game for $4 in Russia due to region lock, so you buy it in your own country for $14.. if 1/4 people still buy the game, Valve makes more money. In reality, 3.75/4 people buy the game, because not a large proportion of Steam users trade.

cute....hint: changing things in real world (....and funny thing, valve is a real world company.no buffs or aimbots possible here) you must do something that hurts them. So organize people to stop using steam or buy from steam......or even playing games from publishers that support restrictions......but first land with a broom on the moon...it´s far easier.

Maybe I should write petition to President of my Motherland. (No, Im not talking US, there are other countries). There is VERY SLIM chance that he'll either forbid Steam to sell anything in our country, or at least ban it FOREVER or make sanctions. :D And of course, I should write to Kim Jong Un. If you read the signed petitions, you see that more than half of them are people who abuse Russian pricing to get cheapo games, and the other half are just hate messages with no constructive reason. I don't see that as a valid reason for Valve to change, since the regional pricing wasn't supposed to be bypassed, they are just enforcing it. Besides, you CAN gift to Russian if you're in the ROW region like USA, just not the other way around.

Why would you expect people who cheat the system to be polite? Russians are just upset that they can no longer make a living scalping copies of other people's games, and game hoarders are upset that they can no longer buy games they'll never play for half off the day they come out.

People really need to understand that Valve won't go back on this unless they start to lose money and, despite the delusions of some people on steamgifts, they're not, the region lock will most likely have no long term negative effect and very likely a positive one. Hell, they're probably making a ton even now during this sale, despite a lot of the deals are worse than the ones on the discovery sale so far, because if they were not the deals would get better.
And no, internet petitions don't do jack shit.
