CD key or gift? You can get Steam to remove it. You might have to try a few times though. The first reply should be "WE DO NOT REMOVE GAMES FROM ACCOUNTS EVER."

Could also be one of those games that can be added but not played outside its region. The gift looks like an ROW until you try to redeem it, and then you see this.

Had a similar problem when free keys for that bonus sniper mini-game for Hitman Absolution were retro-locked to Japan. I had to submit a ticket to Steam Support explaining and requesting that they delete it. They wrote back with a standard response cautioning about permanent removal of games. I confirmed that I understood and still wanted it removed, and they did.

Steam Support's not that quick, so between waiting for replies, it probably took ... five days? No more than seven. But other than that, no hassle whatsoever.

Shouldn't you Support people stick together? C'mon, embrace the Cult of Customer Service. Do not turn your back on them, Brother GAR.

Currently gift copies from cheap countries are always runtime locked. (Supposedly gift copies only, games bought for your account depends on choices made by pub)
