I won a giveaway, but gifter is suspended

In this case he was suspended for feedback fraud which is typically a permanent suspension (ban), so it's highly unlikely that anyone will get their games as he will never be allowed back here. If it had been a minor infraction then he would be back after a week or so and could still deliver the gifts.

It happened to me before. There are 7 days for the completion process to be finished, so just wait as the gifter might be 'unsuspended' before then.

The giveaway will be deleted, if the creator is suspended forever.

So if the creator is just suspended for some days, you'll receive your game ;)

I gifted Witcher while under suspension too. The winner marked it as received and I got someone else to get me his Steam profile and I traded it over after adding him.

But that user you posted seems fishy so I don't recommend doing that.

Same thing happened to me last year. I never received my prize and the gifter is still suspended. All I could do is just move on.

It used to, but the "ban" badge was done away with here a while back. If you look hard enough to you can find people here that have bans on their accounts instead of permanent suspensions. It's the same thing either way I suppose.

AFAIK ban can be given only by admin, moderators can only suspend.

thats the bit thats slightly unusual though. lol 'cause if suspensions can be made to function exactly like ban then whats the point of that limit? on other sites its because mods can suspend(temporary, with a max suspension length) people and it takes the admin to ban(forever) but if a suspension can be for 9999 years or whatever when would you ever bother getting an admin involved?(not complaining since I don't actually care/it doesn't bother me either way(and it works here). but just clarifying why I thought it was "kinda odd" basically a ban was also called suspension) :)
