You can pay via PayPal, so currency conversion shouldn't be a problem. Can't say for US activation, though it activated fine in my (non-UK) EU account.

The deal for the UK (as per title) is £7.49 regular, £17.49 digital deluxe.
It can be bought from other countries (confirmed for Germany) if you disable redirects.
