Can't enter draws for Sonic & All-Stars Racing Transformed

Happens every single time a free weekend event comes around. You'll have to be patient and wait for the proper sync to happen.

Sync after it disappears from your recently played list.

That's normal for free weekend games, because they are either in your library or your recently played games list - and as long as they are there, SG will think you own them (blame Valve for the Steam API and how they handle free games after the free weekend).

Nothing you can do about it but wait and sync your profile after the game is gone from the pages I linked.

You'll have to wait until it's no longer in your "recently played" tab, which should be in a week or so from now.
