Not directly - there's workarounds, such as buying a TF2 crate or other worthless item for a high price, although Valve takes 15%. This is the only way to directly trade Steam Wallet to someone.
You can also buy a wallet code in real life and send the code, but keep in mind this is susceptible to scamming as they might never send the code/item or it might just not work at all.
