Last 2 months they tried to rise the "hype" and they were super disappointing bundles (at least to me), so imagine this one...

I never really understood it why are people so hyped about HB leaks, it's a lot of talk for nothing. There are no preorders, they more often send a coupon mid-month than not, and you see the full selection before buying the bundle / using a monthly credit on it.

TL;DR readers can limit themselves to just the second and fourth paragraphs.
The vast, vast majority appear to be cosmetic DLCs, and each and every one of those seems to be in the 1-3$ range we gamers expect of stand-alone cosmetics, based on traditional price ranges (in fact, there doesn't appear to be a single cosmetic which goes above $2, making the cosmetics pretty reasonably priced overall). Really, the only people who stand to be milked are the compulsive collectors and those with severe impulse control issues, and even there the prices seem reasonable enough for the cosmetics (especially since they're even cheaper in collection packs) that it's extremely hard to call it milking, versus simply labeling it as "over-enthusiastic pandering to consumers".
However, while the majority are cosmetic DLCs, there are eight "module" DLCs at $3 apiece (to a total of $24) that add new track mechanics, and which feel like the kind of stuff that would have previously been put twelve a pack in a $15 expansion pack (or about 1.25 cents each, far less than what they're being priced as), so those can feasibly be considered as milking.
Of course, that'd change if there was a way of getting them more reasonably priced in a bundle, but there's no bundled option for them beyond Season Passes. Given that they're packed three per $15 season pass, at that point you may as well pay the $6 for the extra cosmetics, even though you'd much rather be getting all the current eight modules- and likely a few more- for that same price. Ultimately, it feels like a just-shy-of-skeevy approach to trying to coerce cosmetic purchases, by tying the much more broadly desirable mechanical upgrades to them.
In summary, their DLC approach isn't great, but there's currently only 8 DLCs (or 11, if you're including the Season Passes) that are really an issue.
[Note: I'm assuming we're referring to milking in the sense of "milking wallets", and not in the sense of "milking a concept" (as per releasing high quantities of content), as I can't see the latter being inherently negative, nor at odds with the Hot Wheels brand.]

According to your logic, getting milk from compulsive cows with udder control issues is not called milking anymore.
Also according to your logic, it is apparently ok to exploit "compulsive collectors and those with severe impulse control issues", as long as it is just them and not other people.
Not sure why you felt the need to post this. Are you are a compulsive defender or do you have severe posting control issues? Did you completely ignore that we're talking about a $50 game with $90 worth of DLC in passes or ~$130 in individual purchases? I guess you did, because you think, one pass costs $15, while each one of the three actually is $30.
And last but not least: please, PLEASE, never again speak of "we gamers". I am a gamer, and you certainly don't speak for me.
