Region Lock Gifts - Doubt Region Lock

Hello,

I've got a doubt related to steam rules and gifts.

I'm from Europe but I've got some gifts that were changed to region locked RU-CIS, can I make a giveaway here and then will I be able to send it as gift to the winner ?

Sure, you just have to be sure to make these GAs region restricted (for RU+CIS) . Your own region doesn't matter in this regard.

Ok, it's just I read somewhere about a 10% price difference between origin of gifter and receiver that would not allow the gift to be sent

Yep, that's true, but only if you are going to buy a new gift via Steam.
