As for the edit, I'm not sure if there is a way to check from outside Steam. Maybe make a private giveaway with the prerequisite that they must have been playing the game before the bundle released, or they have to prove their ownership of it with an old achievement. Those things are timestamped anyways.

Unfortunately this DLC isn't visible in game library, people who doens't follow the rules and enter giveaways for games/DLC they already own can enter. You can check whether they have the DLC in their library if you have them in friendlist, adding the DLC in the cart and trying to gift them ("Purchase as a gift" -> "Send my gift directly though Steam").

Seriously he also gifted the CE-Version on this site. So you can assume that he knows that he already has it.

If you are wondering if you can check the wishlist to understand whether someone already own a DLC... Yes, but as I know if you activate a cdkey and already have the game/DLC in wishlist, it doesn't get removed (unlike if you activated it as Steam gift).

You CAN'T check that unfortunately.And yes he can join a giveaway for the extra even tough he has collector's edition.I have the humble bundle CE and can join them .You can try to ask him,maybe he did not know he has them,and then ask support for a reroll,otherwise there is not much you can do.Steamgift still has a bit of hard time about DLCs,Collector Editions and GOTYs.

You (as in "you, the giveaway creator, who created a giveaway for a game collection"), can always ask for a re-roll when the winner already owns parts of a game collection.
There's no need to specifically state it in the giveaway description and it does not matter what percentage of a game collection the winner owns, support will always approve a re-roll in this case.

What if somebody activated the Alan Wake Collector Edition Key from HumbleBundle... can he still join the Collector Edition Extra-Giveaway? As far as i see there is only a "Alan Wake" - Game appearing in the Steam Libary.
Edit: So to be clear, i have a made a giveaway for that Steamgift-Item. And my winner has Alan Wake and Nightmare in his account and also gave away Nightmare and Alan Wake Collection, so in worst case he bought two HumbleBundles..gifted one and activated one for himself. And serously i want make somebody happy that only has the normal game (like me for example"..and not that someone gets an extra copy for his Inventory.
So how can i check it?
