It seems like something went wrong during the weekly maintenance. People can't confirm trades / sell orders and some have problems loging in to the app if they weren't logged in before this started.
Edit: confirming trades is working again for me right now.

Try and exit Steam, then reopen it. Don't just click the X on the top right, hover over to the top left and click "steam", then exit, then reopen Steam.

I'd suggest just wait a little while, maybe restart your computer in a few hours. Valve does weekly maintenance on Steam around Tuesday/Wednesday, so that's probably what's happening.

It's been working fine for me this whole time (Central US). Regional issue, perhaps?
If it's not too much trouble on your end, you could also try restarting PC;
I've had to do that a few times in recent months to fix service-breaking Steam issues.
Could also try adjusting the download server in settings, to see if that has any effect on standard connectivity.

It was reported as down on multiple sites. It's not down any longer though.

It's been a thing for years. Tuesday is usually what it's scheduled for. This is common knowledge. There have been a few big ones over the years, maybe on the wrong day, but if it's a Tuesday, meh.

It's just the regular Steam maintenance every tuesday night. Usually takes 5-15 minutes but in some cases can take up to an hour or so.
