I have a private giveaway which has 5 entries and was just re-rolled because I found that the first chosen winner already owns the game. But the second chosen winner's account seems not quite right either.

These are my doubts:

  1. There are very few games (13 games) in his account, most of the games are from indie bundles.
  2. My giveaway was created 5 days ago and ended 1 day ago, but his last steam online time is 8 days ago and I've been waiting him for 1 day but he still hasn't shown up. But his last SteamGifts online time is 3 hours ago. I know he lives in the same country as mine (because the giveaway is private and only open for players in my country) so there should be no time zone difference between us.
  3. His steam account was created since December 24, 2011. He does not provide any information on his steam profile, and no one has commented on his profile. His steam rating is 0, and 0 hour of play time in the past 2 weeks. Only 3 of the 13 games have play records, and the total play time of all of the 3 games are only about 2.5 hours (1.9 + 0.4 + 0.2).
  4. He has 4 steam friends, one of them is the first chosen winner I mentioned at first which already owns the game but still entered my giveaway.
  5. He has joined 3 groups, one is the holiday sale group, the other two are well known giveaway groups and I think he joined the groups just to enter giveaways.

All of the information on his profile makes me think his account is a sub account only for entering and winning giveaways. And if that's true, I'm not pleased to give my gift to such a person.

So, should I, or can I ask for re-rolling the giveaway again?

You need a proof that he broke Steamgifts rules or the rules of your group, else you have give no right to reroll the giveaway.

Then he still needs a proof for breaking the rules, if the winner has just this account to enter giveaways (and not a 2nd account) it isn't forbidden.

BTW: Why got the winner a link to the giveaway?

I put a bonus giveaway in a forum for people who read my very long post till the end. But it apparently couldn't prevent 2nd accounts.

You really need a proof that the has a second account on SteamGifts (not Steam), else it is isn't forbidden (you can only make rules for private giveaways if they get approved by support) but you can report him if he doesn't activates the gift and you can look at his profile if he has won a gift and didn't activated it.

You have all right to re-roll any giveaway you want on private, because it's your rules and if someone not legally gets the link to enter to your giveaway simply by doing an 100$ worth account in indie gala and bundle, you can ask a re-rool because it's your game...if you decide do not giveaway it after someone wins it, you can delete it, it's your game...

He has to follow the rules of SteamGifts to use the site, he can decide to don't give the game to the winner but then he breaks the site rules and if he does this more often he get suspended.

It's private giveaway I forgot to mention...so the owner of the gift apply the rules, this guy who won probably got the link and did another account to win the game and won't play it. But if you don't like to give the game to someone who won, you can simply delete the giveaway...

The rules of SteamGifts still apply and if he wants custom rules he need the support to allow them

Tough luck... requesting non stop rerolls might be a bugger honestly, it's up to you to decide that.

If you still want to make the giveaway limited to people in your country, go ahead, but perhaps make it in the forums and link only those you seem worthy of getting the link?

The giveaways was made in a forum. Considering situations like this, I think I really should verify every entry of my private giveaways next time.
