Do you check for bad guys prior to sending a game?

people come on... you should ALWAYS investigate your winners before giving them your giveaways you paid money for...
thats like saying its ok for people to get charity money by acting like they have cancer.....

I'm sorry but I usually don't have time to check. I dont use steamgifts too often and ill admit the games that i giveaway arent the that expensive so not that worried about it. I just give them the game. Pls dont hate me for this :C Although i may start checking. I gave them the game to play not to trade away

I feel bad now because my first few wins I never activated (and got suspended for) and now they're permanently stuck on my record.

they're NOT permanently stuck. If you really feel bad about this you can always buy these games yourself and activate them on your account like you were suposed to in the first place. This way you make it good towards the people who sent those games to you in good faith plus you will not longer have this "criminal record" visible and wil avoid future blacklists for your rulebreaking.

I had to do the same recently. My winner didn't activate 14 of his 26 wins and he won 1 game 4 times and another twice. I think he got a 2 month suspension, but I just checked it again and now it says permanent. He must of done something else wrong, probably wrote some bad things to the SG staff after being suspended and now he is gone for good.
I also reported someone for regifting and not activating his wins, but I think he just didn't know the rules. He didn't speak english so I used google translate to explain the rules. He then removed the giveaways that he was regifting and activated them on his steam account. I then updated the support ticket explaining this and closed the ticket. Some people just don't know the rules.

Supports cannot issue a permanent suspension, so they probably gave the default length suspension then handed the case over to a moderator who suspended them permanently.

I didn't know that. That could be why, but as far as I have read, there is no permanent ban for not activating games or regifting.
I don't know if this page is still valid, but they only list scamming, multiple accounts, and misuse of feedback as being punished with a permanent ban. Maybe he is a multiple offender or maybe they are just getting more strict, either way i'm not going to complain.

The suspension lengths mentioned on this page are default lengths. You can get a permanent suspension for any reason if a moderator decides that it is in order.
Repeated offenses, as you mentioned, can lead to a permanent suspension.

i once activate game in my second account and did not see that ..till 1 year latter i got suspended for 4 day ::) Sometimes sh*ts happens ..but that who report me was just was very angry on me ..if he check all my won games (80+) :) but yea ..i deserve that :)

I have been wondering something, so I guess I'll jump in here. We can check whether our winners have any non-activated previous wins, but how do we know whether or not they've already "done their time"? If they've already served a suspension for something, and I come along much later and report or try to deny them my giveaway win, how is that supposed to be handled? Sorry if this is a stupid question lol. I'm trying to understand the site better as I'd like to become more involved.

You have no way to know, just report / request a new winner.
If you request a new winner because they have not activated some wins, it will not be rerolled if they have already been suspended for this, unless the last non activation happened in the last month.
If they have not been suspended for this, they will be suspended and a new winner will be picked, no matter how old the non activation is.

It was the first time I actually checked my giveaway winners for not activated games or regifts, spotted one, sent reroll request to the support, got new winner and old winner temporarily suspended.
