Check all your settings,maybe you missed something and didn't turn it low.
Update drivers.
Check what background processes are running that you can close.
Check your internet usage(are you downloading anything else? what's your upload?) and quality(package drop?).
Try disabling your antivurus.

Did you try check without OC?
Maybe there is some problem with system/software?If you are very desperate try to play on "clean" system. Install new or try linux/ubuntu from USB stick (you can find on google how to do this). And then try. If you would have still problem then it would mean hardware problem. If not then software fault.

Hard luck, try cheaning PC from dust with old toothbrush/compressed air, including all cables. Clean up in msconfig TASKS and autoruns. Check all USB dev. connected to PC. In older times resetting bios helped sometime( don't do it if can't back it up to workable state ) Rearrange RAMs, try with other configurations or remove some RAMs... clean up dust again xD it's 90% of PC problems xD

i had lag spikes when i was usijng program named "HWiNFO" any any addionail program (rivatuner if i good remember) that was installed with it, allowing me to see my cpu/gpu usage/temp etc on screen in games

have you tried a stress test on your cpu Prime 95 is free and really good
Stress your video card that will let you know if it is the video card itself which it seems it might be since you don everything else and it still lags if it did not lag before i am afraid your video card might be on its way to video card heaven

Someone should be honest with the guy and let him know that his hardware is old and outdated. Sure, he has alot of RAM, but what kind? His GPU is powerful, if this was 2008. His CPU is quite fine, honestly.

I am surprised you get that to be honest. Try older drivers anyways, clean out you hardware of dust, that can have an impact also...it could be that a part or two is on its way out also, who knows.

Try using the nVidia drivers: 331.65, the newer drivers seems to really decrease performance on some old cards. (Some have even died from overheating after the person upgraded the driver.) Currently 331.65 is the most stable for me. I'm using a GTS 450.

The occasional lag-spikes are usually a matter of loading or little RAM available. Since you have more than enough RAM and you would have spotted an obvious loading, it's probably caused by the CPU being a dual-core.
I used to dismiss this idea because it's something that doesn't really show in benchmarks. I saw good FPS and didn't understand why a random lag-spike would happen. Same goes for reviews: they're done in ideal conditions (which is correct to grant repeatability).
Last week I upgraded to a quad-core and I could see the difference. Even light games that used to have 60+ stable FPS had occasional small lag-spikes: now they are just smooth.
In real world a random process in the background doing something WILL happen. If you have both cores busy on the game, you'll see it.
I can't garantuee it's the same for you, but I think it's very likely. I'd suggest keeping an eye on eBay for 2nd-hand quad-cores that are compatible with your motherboard: you might get lucky and find one for a price that is actually worth spending, despite the age of your system.
Same goes for your GPU: it's time for an upgrade. I undestand strict finances (T_T), so good luck. :)

WoW and World of Tanks are both online games. While your router may or may not be fine, have you checked your nic/wifi card? I had a usb adapter that would give me constant spikes in Borderlands 2, even if I wasnt playing in an online session. I would have to either disable the device in the OS, or physically disconnect it to stop the spikes.

Make sure your drivers are updated.
Open up your nVidia control panel. Make sure your pre-rendered frames are on 3.
Pre-rendering frames will render frames before hand hence avoiding any preiods when a new frame isn't available and it lags.
In the start menu search for "power options". Now open it up and if you haven't yet use the "performance plan". Using any other plan can essentially suffocate your GPU for power, even your CPU (especially if overclocked haha!)
Make sure threaded optimization is on. It is specifically there for this purpose!
Gain as much fps as possible. This will give you more "headroom" so those spikes don't happen.
Turn vSync off. This reduces major input lag as well as gives you FPS.
Turn down (or off) quality enhancing apps such as antialiasing, filtering etc..
Make sure power management is on max performance.

It could be possible your inductors have gone bad. I had a similar problem with my gtx 280, I could have 200 fps then all of a sudden just have a major spike and lag out. The 9600Gt is also known to have inductor problems. Symptoms would include any weird video fragments, crashes, high pitch noise or degrading performnce and instability.
