PayPal problem and Vietnam VPS

I have a problem with paypal...2 Days ago i sended 200 euro to one guy for 175 cs:go keys (yeah best price ever)
and this guy now are limited by paypal for fraudolous money received....or something like that....he trying to withdraw money to card...
and don't give my keys because this...is this a scam?? guy have 915 feedback look:

How i can recovery my money if i sended

Also...i searching for Vietnam and Canadian VPS anyone Know one?

vps for buy locked games for resell...i can't get money back because i send with family or friends option i have trust in guy because have 915 feedback..and i pay with paypal funds..i send a message to paypal and got a awsner:

I understand you sent this money to your friend, but you want it back.
I have reviewed your account and I can see that this was for a gift.
We cannot make a refund of payments, but there is nothing stopping your friend from sending you back the money.
Ask your friend to go to the ‘Transaction Details’ page of your transaction and click Issue a refund. You can request a refund within 60 days of the payment date.

Couple weeks ago you were complaining because you promised a key to someone that you hadn't yet gotten from g2a, then Paypal wouldn't let you buy from g2a.

This reseller thing is not your thing. "I sent with family or friend option i have trust in guy because have 915 feedback" but he isn't your family or friend. He's just a guy.

This is not your thing.

Yes, now you have the right attitude... :) If you ask yourself "what is the worst that can happen if this guy is lying to me?" you might possibly avoid being ripped off next time. And there will definitely be a next time... :)
