So the things above are the only ones u still can remember from the movie? Or do you maybe know something about the nationality of the actors (Asian, French, English..). Is the film popular or unknown? The nationality of the girl? How does the film end? Is it more in a funny way (like Rush Hour) or brutal or action or something different? Do they want money in exchange for the girl or maybe some artifact? I know you can´t remember well but yeah it will also be hard to find a film with this few information^^

True Lies? One of the Lethal Weapons? Those are older but the only ones that comes to mind but they both have memorable actors.
Truly as others have said, the villain going on a long tirade on a ship and needing to save a girl are in probably 60%+ of all action movies :)

I was going to suggest National Treasure, since they have a bit of a chat in a frozen ship, but that's got big actors in it.
The Bourne Identity also has a scene where Matt Damon is about to assassinate a guy on a boat but doesn't cause he sucks at his job (or cause he doesn't want to kill kids, I dunno)
