It was a free game that was given out in massive quantities. It has since been removed from the giveaway selection.

No, you cannot use the site to do a regular giveaway with that game.
You can still giveaway the game using the forums and maybe a puzzle or some other type of game members like to play on here.

What AdamZombie said...other than figuring out a way to do some kind of giveaway in the discussions here, you could try giving it away on Gameminer, Galagiveaways or SteamCompanion for starters...

Yup. Games that were bundled give you less CV (after the 5th giveaway of the same game) but are totally OK.
If it shows in the selection and it's not a region restricted key/gift, you're good to go.
