If it's in his inventory, then he's trying to trade it off. Let him know that he has to activate it and mark it as received. If he fails to do so, contact support and he will be banned.

I have a similar issue...except it has been like 4 days or so...sent the key via email to them like 4 times they haven't activated it and not marked as the winner...tempted to find a new winner for it.

Don't re-roll unless you are willing to buy another copy of the game and gift that. The key might have been used / given on to someone else to use.

This is why I always send keys for games via Steam chat, that way I am directly talking to the person who won, so I know I will get a response immediately. Plus some people don't have an up to date email address on file (like I often use an alternate one that I never check when testing out a new website that I am unfamiliar with, and sometimes forget to change it to my regular one).

As others have said, if it is in his inventory, he is breaking SG rules - he needs to activate it.
Look on SteamTrades and see if he has a trade open selling that item / see if he is offering it in threads. Don't say anything, just screenshot it and hand it all over to SG support. They'll ban / suspend him if he is trying to trade it.

CG'll fix it. And then 40 years time he'll be taken to court for indecency, but of course he's a robot and you can't charge a robot with anything. Except electricity...
