AFAIK when you got your paypal limited and can't be appealed, your funds will be held for 3 months and after that you can withdraw them to your bank account. Your account would be still limited, though.
If you don't got "This limitation can't be appealed" message, you still have chance to get your account in normal state.

Wut. Had this message once because i forgot to switch proxy off, and limitations were lifted in 12 hours after verifying an account. You should contact Paypal support.

Try contacting them by phone. That would solve most of limitation cases quickly than by e-mail, as long you are using valid information.

And how often do you use it? I'm wondering if it happens to people who only ever put, like twenty bucks on it, and only ever few months or so.
