I think if you have Tropico 4 Collector's Edition, all the DLC got added.

And people who bought Tropico 4 early get screwed, as usual with any game regarding DLC and "GOTY", "Collector's", etc editions.

I bought the CE when it was like 3€ at Nuuvem a while back just for DLCs and there were a few DLCs missing, now I have them all, guess they added them retroactively.
