Hi SG, we have an exciting update for the community today, allowing users to create giveaways for gifts or keys that are region restricted.

How do I create a region restricted giveaway?

If you visit the create a giveaway page, you'll see a new section with the name Region Restrictions. At the moment you're able to select from five different regions: Poland, RU+CIS, SE Asia, South America and Turkey. This list will likely expand in the future to include other popular regions that are available. If you have a gift or key for a region that's not listed, we ask you not to post it at this time. Giveaways incorrectly listed, or region restricted giveaways created before this announcement will be removed.

How do I know if a giveaway is region restricted?

Region restricted giveaways appear in the giveaway list with a globe icon, and you'll notice the region name is visible next to the icon when viewing the giveaway. If you click these icons, you'll see a list of countries within the corresponding region. You'll only see giveaways on the homepage that are region free, or giveaways that are within your region. If you try to view a giveaway for another region, you'll see an error message.

How do I specify my region or change it?

As of yesterday, users select a country when registering on SG, setting their Steam region. If you're already registered, your IP address determined your country, and it can be viewed on the account page. Please double check this is accurate, and you're entering to win giveaways for the correct region. If the country is incorrect, and you're entering giveaways for another region, you'll be unable to redeem any games that are won, and we require all gifts or keys to be activated on your Steam account. If you need the country to be modified, please submit a ticket, and we'll adjust it for you.

Do region restricted giveaways contribute to my SG level?

Yes, region restricted giveaways function the same as every other giveaway, and follow the same rules for calculating value.

Edit: If needed. I just saw one yesterday as you did the test run - will they even show if I'm not in the correct region?

You should only be seeing Region-restricted giveaways that match your region on the main page. Do you see GAs from other regions?

I think what's key here is what happens when you buy a game from the Steam store, do you get a ROW key (as if bought from UK store) or does it display some kind of Middle East region lock for activation? I don't even know if Qatar has region locking to be honest

PS: you could test by adding a gift to your cart and proceeding to "buy as a gift", then in the process you should be presented by a red disclaimer before proceeding to payment.

income from people living in region-locked areas is lower than ROW ones, so, no.

The lower prices are due to the much lower income in these regions. Assuming they are correctly balanced, which they are probably not, a person in Russia on a median salary should be able to buy about the same amount of games as someone in another region.

Don't forget there are many countries with higher prices than the US store, but also lower incomes than many CIS countries. So the "'it's because they're poorer" argument is, well, kinda poor. It probably has more to do with piracy rates and the purchasing power of Russia and former soviet countries.
Countries like Serbia, Bulgaria, Romania, Bosnia all have lower average income than Russia. Countries like Hungary, Croatia, Czech republic or Slovakia have almost the same income as Russia. Yet, they pay more than 2x more than the Russians and same or even more than Germans, French and even British who have 4x the income. These countries have generally lower piracy rates (comparable to EU1 countries), so there's nothing forcing valve/devs to lower their prices.

I'm not saying prices are fair for everyone, but for most of those who get lower prices their purchasing power should remain somewhat comparable to what we experience in other countries. I don't think we're suddenly going to see a bunch of level 10 users from Russia.

They were able to gift games on Steamgifts before the global region-locks were put in place and it didn't cause any problem. Fast forward 6 months and suddenly they supposedly have a huge advantage?

As I pointed out in my other comment, there were already RU region locked games before the global region-locks and those games were mostly even cheaper than the tradeable ones. Like 1/4 of the US price instead of 1/2. Those are now giftable too and that's imho a problem.

Maybe, but only time will tell how much of a problem it really is. As cg said, for now CV calculations remain as it's always been. If it becomes problematic, more changes can be put in place.

Yeah, we'll see. There may not a massive abuse, but I have no doubt there will some people who will abuse it massively.
IMHO the easiest solution would be having row CV and region-restricted CV.
So in row giveaways only the row CV would count and in region restricted giveaways both the row + region restricted CV would count.
This would be the easiest and probably most solution and wouldn't require messing around with different values for same games.

I should have probably said "purchasing power of the country", because purchasing power of a Russian individual might be low, but the purchasing power of all Russians is huge.
That's how I meant it, Russia is a huge market with pretty high piracy, so the developers rather lower the base price to make more people buy their game, which increases their profits in total.
On the other hand the EU2 and similar countries are a lot smaller and already have low piracy (despite the high prices), so there's nothing pushing the developers to lower their prices, even though the people there have similar standard of living to Russia.

I think there should be an option to bundle games only for a specific region, there is lots of cases when a game that can only be activate in one region if being given away for free somewhere, and users may just grab lots of keys to giveaway here an get full contribution from them. And bundling for every region when keys are locked for a specific region is not fair.

Nice! But shouldn't it be better to make it like with groups? Basically you state in your profile from which country you are from and then region restricted giveaways ONLY from your country are visible to you. I bet that would limit abuse as well (meaning that some people just enter giveaways even without reading any info about them as I'm sure they'll enter giveaways from regions which are not theirs).

I have a question for support.

My steam account is created with Uk as the region ( I assume so because it was created while in UK and most of my store restrictions are according to UK restrictions, also I have to use UK store ) . The problem is that right now I'm working in the Middle East ( Qatar to be precise ) and as such SG is detecting my IP address and assigning me to Qatar region. IS this correct for someone in my situation or do I need to get it changed ?
