Hi SG, we have an exciting update for the community today, allowing users to create giveaways for gifts or keys that are region restricted.

How do I create a region restricted giveaway?

If you visit the create a giveaway page, you'll see a new section with the name Region Restrictions. At the moment you're able to select from five different regions: Poland, RU+CIS, SE Asia, South America and Turkey. This list will likely expand in the future to include other popular regions that are available. If you have a gift or key for a region that's not listed, we ask you not to post it at this time. Giveaways incorrectly listed, or region restricted giveaways created before this announcement will be removed.

How do I know if a giveaway is region restricted?

Region restricted giveaways appear in the giveaway list with a globe icon, and you'll notice the region name is visible next to the icon when viewing the giveaway. If you click these icons, you'll see a list of countries within the corresponding region. You'll only see giveaways on the homepage that are region free, or giveaways that are within your region. If you try to view a giveaway for another region, you'll see an error message.

How do I specify my region or change it?

As of yesterday, users select a country when registering on SG, setting their Steam region. If you're already registered, your IP address determined your country, and it can be viewed on the account page. Please double check this is accurate, and you're entering to win giveaways for the correct region. If the country is incorrect, and you're entering giveaways for another region, you'll be unable to redeem any games that are won, and we require all gifts or keys to be activated on your Steam account. If you need the country to be modified, please submit a ticket, and we'll adjust it for you.

Do region restricted giveaways contribute to my SG level?

Yes, region restricted giveaways function the same as every other giveaway, and follow the same rules for calculating value.

Well, that's actually how it worked before the winter sale, before valve locked every game in low-priced regions. A lot of people bought games from RU/CIS regions and gave them away on SG, and those games gave full CV, too.

As cg pointed out above, we'll see how it goes from now on and make changes if necessary.

I would argue that why the site finally decided to accept it (and gives full value) since steam starts more strict on this issue. There were people abusing it is not a good reason to allow the region-restricted gifts to me.

The thing is, a lot of RU/CIS games were region locked even before last winter sale. And those games were (are) even cheaper than the ones that weren't locked (tradeable ones were usually 1/2 of the US price, while the locked ones even only 1/4 of US price, without sale).
If I remember correctly, all games that crossed the "more than 95% off compared to US price" line used to be put on bundle list as price exploited. Now there will be hundreds of different CIS-locked games that will fall into that category when they go on 75% sale. And I doubt you would add them in bundled games, that would require a special region-specific bundle list.
IMHO region specific giveaways should give region specific CV.

The goal was to prevent people in other countries from trading the game and gaining a lot of CV for a fraction of the price in their region. If there's abuse and people from all over the world start getting RU/CIS copies for giveaways, the same rule will probably apply.

The majority would likely only reach 5% of US price when on sale for at least 80% off local price, and in many cases more of a discount would be needed.

For example, can I activate a RUS/CIS key, while travelling in Russia (w/Russian IP address)?

so does this mean regional gifts take into account regional prices? or have you just essentially allowed 'select groups' to cheat the shit out of the level system by getting full american store value for locked local $5 gifts.

Just like things were up to 6 months ago, people get their CV calculated in US$ no matter where they're from or where their games were bought. The only difference is that Valve is now preventing games bought from these regions to be activated all over the world and SG has put a system in place so that people living in these regions can continue making giveaways,

As a European I can only presume that this term (Latin) is very clear for all people from that region(s), without doubts for people from different countries.
Now under the SA we have also Bahamas, Mexico or many smaller Central America countries, I'm not sure if they considering themselves as "South America", this term may be confusing for them a little.

there is no steam region called Latin America or South and Central America but there is one called South America. the countries that region includes are listed in brackets as well. i think it's simple enough as it is.

Creating giveaways should be restricted too (to row and your region), otherwise people from higher priced region would just buy tons of restricted gifts on trade forums to giveaway.

Technically, the prices are cheaper because the purchasing power is lower. Although, as others have pointed out, it's not always the case. (Or actually, some places have low salaries and high prices.)

For now, I'm glad it's open to everyone because I had a couple of restricted gift gathering dust in my inventory and I can finally get rid of them.

Well i live in a cheap region, lets say i buy "lots" of cheap games to giveaway and spend half of my salary ($150) and then someone from EU1 will spend half of his salary on the same cheap games from my region ($350+/-)...

Remember that living costs are also much higher in areas that have higher salary.
Then there are people that are unemployed, are you saying that they need to spend more money for the cv even tho they have less of it then you?

I just say that the same amount of money aren't the same in different regions and instead of buying a $10 game to giveaway here it's more tempting to buy 3 of them for the same price in cheaper region, that's all.

Isn't it possible that if you make ga region restricted, you only get 10 % cv? You don't need lists then. And it would encourage to gift row. Or remove the bundlelist for row

and why 10% ....don´t get it there is no country the price is 90% lower than us.

There have been always sales...some pay more some pay less, but the gift is always the same...so it´s messaured the same worth...and where is the point in encourage to gift row.....giving row in a restricted small user group?

You know, people have made region-restricted giveaway long before this improvement was made. They just did it in closed steam group. And getting full CV. Now, how do you think what they will more likely do if region restricted giveaways give less CV - make it public or make it for closed group as not-restricted and receive full CV? Thats about "exploitable" part. Actually, this new system is less exploitable then before.
As for correct of incorrect - yes, we again come to the fact that people in some counties are poorer than in another. Let's say we giveaway only non-restricted games for 100$. For one person it would be 10% of his salary, and for another - 100% his of salary. Is it correct and honest that both people receive same CV? For one this is worth nothing, for other - this is more then he can give. You want this kind of justice, don't you?

I attempted to give away a region restricted game (Valiant Hearts), during the time when it was forbidden (about a month ago). It was deleted and a level was taken from me (2->1). May I earn amnesty and get level 2 without having to give away it's worth all over again, since now the prohibition is gone?

This change to the site rules is not retroactive. You are free to re-create your giveaways for those games, if you still have them, this time using the region restrictions.
