Yes, you are wrong. It is against Steamgifts rules to name and shame. You will be suspended for doing this. You should have just waited for a response from support.

Due to the heavy load of requests support takes long time to answer tickets. Making a forum post won't speed up the process, the name of the "scammer" in the link on the other hand can get you banned. You would do better to just take this post down for your own sake. Support will get to your request in the end.
