The only enforcement you're allowed to make is via blacklisting/whitelisting.
You CAN however control who enters steam groups, or your whitelist (and make giveaways specifically for those groups), and you can also use sgtools filters to limit entry.
so there's a lot of freedom in that, if you're willing to put in a bit extra effort in putting things together.

Yeah I wouldn't say I'm completely sure about it either ... Just hope you don't get in trouble or anything, that would suck ;( and thanks for the offer but like I said either way I can't get in haha, I'm sorta new here and I'm only level 1. Thanks though ! :)

May I point you to the FAQ. Read and acquaint yourself. While what you are doing is cool, special rules and hoping people will follow after you share the link doesn't work. If you want to reward them, the best way is to add them one by one to your friendlist on steam and give them the link privately.

They've changed up the FAQ/help area since I last looked at it, but a quick search for "special rules" in the forums would give you this thread about them no longer accepting special rules

You could create a whitelist (If that's your type of thing) for those who have done 100P giveaways and only invite those who have onto it and then create a GA for that list.
But before you do certain games like Goodbye Deponia, The Whispered World and Enda and Harvey usually go for 20P but occasionally become 100P games because of a glitch in the Steam sales system.
So not every 100P is actually a 100P beyond actually costing 100P for a while.

In addition to what the others have said (and I'm surprised no one else has mentioned this yet), a lot of people would be able to join your 100p giveaway without ever having created a 100p giveaway.
Due to the way SG works with the Steam API, there are a lot of games set at 100p right now that otherwise wouldn't be, due to SG using the "pack price" value of the game rather than the price of the individual games themselves. The Deponia games, Alcatraz 1954, and many others are worth 100p right now because packs containing those games are on sale for less than the individual game. People have been exploiting the hell out of them, too (at least until they go off sale and they lose all that CV :P ).

Why do large giveaways even matter? It's not like five 20p giveaways makes a difference unless you're compensating for something.

well... wrong way to create an event like this.
you should have whitelisted people that fit your criteria or invite them to a group.
you can still delete that giveaway and do it properly, since you won't get a reroll if someone doesn't meet your custom requirements. ;)
