If you mean through steam gifts (from steam inventory), you need to add the person as a friend or get their email to send them. (there is a send gift option in your inventory)

If you mean through the steam store (buy from store to gift straight away), when checking out there is the option to send as gift (and the person needs to be on your friend's list or you need to have his email)

If you mean humble gift links, there is an option to "gift to a friend" beside the "redeem on steam", when you click the gift to a friend, it will give you a humble gift url which you can give to the person, or get his email and go to the link yourself and write his email down.

Not sure what you mean by "not according to code", but here is how you send gifts:

Method A: Click on "Giveaways Created" button, then click to "Send" next to your winner, then under his/her name you will see that persons e-mail address, copy-paste it. Now go to your inventory, pick the gift and click on "Send Gift" then "Email My Gift".

Method B: Add the person on steam. Go to your inventory, select gift, click on "Send Gift" and then "Send my gift directly through steam".
