well it should be lolita(girl) or actually loli is also acceptable, it means little girl/boy. Lolicon is another thing which describe people loving small kids which may or may not be in sexual sense.

That said- do Neptune from Hyperdimension Neptunia and Hotaru/Sailor Saturn from Sailor Moon count? Then I guess I can't pick between them since Neptune is too funny and Sailor Saturn is too badass. :D

Oh man, I love Neptune's humor. And I only played the first game so far. I need to get back into Hyperdimension Neptunia Re;Birth2, but for some reason it just doesn't feel as interesting (and I blame the lack of Neptune early in the game). :P

Yeah, Neptune gets waaaaaaaay too few lines in Re;Birth2. Nepgear is such a boring main character in comparison. <.<
At least RED does a decent job of being a "replacement" for Nep (personality-wise) but she doesn't get too many lines either (and as far as I know know, RED probably wouldn't qualify as a loli for the purpose of this thread XD ).
