Rules mean:
Region-restricted CV ratio is under 17% or it is under 80%, but region-free wins don't exceed region-free gifts (with a 10% leeway) and group CV ratio is under 33% or it is under 90% but non-group wins don't exceed non-group gifts (with a 25% leeway).
Edit: Ah, I have it. I fucked up the divisor. Come back in half an hour or so, I have to re-post these.

As it turns out, the previous one was checking for people who made lot of region-restricted and/or group-only giveaways and still received more global/public gifts then received. I switched it back tot he original intention (can have high region-restricted or group ratio, but only with same-ish or better global/public won/sent ratios).
