VAC isn't running when you're using this tool. As for the Steam TOS, people have used various tools to idle historically and nothing ever happened.

Yet last i checked you needed to be connected to a VAC server to get drops,so how is this by passing that?And i can only assume if you get caught using this you will get a VAC?

Not running the game in textmode.Meeting all the criteria, earns time towards the next random item drop.
I am also curious as to how it by passes all these for TF2 drops?

It creates a hidden VAC secured server and joins it, however VAC isn't running because there's not enough Steam files for it.
Edit: All the other criterias only work if you actually run TF2.

In Greece, we use the words "race" and "racism" with a huge amount of meanings, so that's why I get confused sometimes when translating it into English.

It's just that, in Greek, "race" and "racism" have a different and more general meaning. Ράτσα (=race) can be used to put someone in a group - any group. Ρατσισμός (=racism) can be used when you think one group is inferior. It's not really about wrong use of words, but mostly about different meaning. But yeah, I know about the words that you said too. Xenophobia, for example, is a Greek word.

Is there a reason that I can have my VPN on and connected to any country in the world and then login to my USA bank account's online portal just fine - but if I am connected to a Russian server via VPN and attempt to login to my bank account, it is instantly locked, and I have to phone them to get it unlocked?

There's enough files to establish a connection between your account and VAC-protected server. This is enough to issue VAC ban if Valve notices e.g. that you miss those extra VAC files, server is issuing VAC bans, not your steam client. Therefore yes, you can, and most likely you will, get VAC ban for using that. I can read the code and I can notice how it works, if you can't see it, I'm not sure if you're trying to fool yourself, or hide that fact from your users. In any case, at least don't claim that it's not possible to get VAC ban by using this, because it is.
TL;DR - I suggest to stay away from that tool, but if you think that you know better, it's your choice.

Was not going using that because this obvious as day, since vac3.0 (i dunno how it's properly called) running even when you simple opened steam client, so yeh i highly doubt you have a chance to connect vac secured server without getting vac ban.
