For Fallout, it's just the Critter.dat file from the game in a rar pack, poorly packed or uploaded. So it's nothing really.

I think s/he is talking about the list of non steam games. Some of them are just so old that people assume they are free and some are demos.

Check this one:
It says "Hammerfall - Full game" with pictures of Hammerfight. The file is 10MB while the game on steam is 110MB. And it's not free, not even on sale. Steam Link

Also if you download the file you'll find the game Hammerfight, renamed to Hammerfall, same game but in Russian.
