How will the summer sale affect steamgifts?

Since games are going to drop price in huge amounts, will the points to buy them be the sale price or the original price?
Since people could put games up they got for cheap and it would make their contributed game value go up heaps and they would hardly have to pay. Which then means they would be equal contributed game value with someone that actually put up games when they were full price and payed 4x the amount.

That's how things already work with daily deals/midweek madness/weekend sales. Nothing new.
