Regional pricing differences can do it, such as Russia, Brazil and the like. If its open to those countries exploiting cheap giveaways for fast value, then bundle listed.

it doesn't matter if it's region locked or not (and nowadays everything in RU store is locked anyway). SG gives same Value for locked and not locked copies based on US prices - so if it costed less than 5% off US price yet it would give full US price value - it can go on bundle list.

So can someone please explain to me why Decay: The Mare (before bundled of course, I gave it away before it got bundled, still this giveaway counts as bundled) was added to the list, while Dyad and Advent Rising weren't? All of those games were equally discounted 90% off.

Dark Souls was the only game in the $10 tier, so if you substract the BTA price you paid $3-4 for Dark Souls alone, which is like having a 80-85% discount on Steam.
Star Wars bundle had more games in the highest tier, and the BTA price was almost the same as the $12 tier.

My cousin lives in Russia, he says there was tons of giveaways of Deadfall Adventures Deluxe, and I even asked him, in past each one cost 50p to enter, now its 25p, since price was lowered but still price was just a little more than for Mahjong Pretty Girls, which is can be considered as bundle.

Said it before, I'll say it again. Since every gift coming out of the RUS region is now locked and there is the ability to give these away as region locked games, I'd like to see separate regional bundle lists for this precise set of circumstances. Whitelist, group and private giveaways of the affected games could all count as bundled CV as well to prevent abuse (people giving locked copies as RoW ones to their friends in the same region).

what about people in those regions with countries that are locked but still pay US prices?
example:
brazil and mexico are SA locked and discounted.
everyone else on SA are locked but pay US prices.
i'm sure there are countries marked as RU that don't get discounts.

Everyone already wrote nice explanations, but I will just add that e.g. "Mahjong Pretty Girls Battle Bundle Pack" costs $25 full price in US, and right now on sale it's $2,49, whereas in Russia it's $0.70 only.
Therefore if you calculate you will see that Russia get's the pack 97.2% off the US price.

just because of the value of the russian ruble it means that any game with 90%off will be in the « 95% » case because of the ruble.
thus we can say that the 95% rule did not change but a 90% « rule » is now effective because of the russian ruble…

There is no "%90 rule" effective. If russian price is lower than %5 of US Base Price(%95 off), the game is added to the bundle list.
Depending on the base price in RUS store or the changes in Ruble, it can even be a %75 or %85 discount and it can still be counted as bundled.
And in some really rare cases.. some games don't have a much cheaper base price in ruble or they are not available in the russian store (eg advent rising) so a big discount won't make them count as bundled.

Yeah, they have the same percentage off, BUT! It's way cheaper compared to the US price. Steamgifts CV system is based on prices from US. Therefore anything above 95% off will be added to the bundle list. However since games are waay cheaper in especially Russia, calculations will be compared to the US price hence why it's 97.2% off the US price. :)
And yeah, pretty much. If one would farm for CV they would need to go for games at lower discounts than 90% for most games. However the prices in Russia is different from game to game since it's the publisher that decides the prices for regions. Some games are 70-74% cheaper in Russia than US / EU, while others are 60-69% or less.

Maybe make REGIONAL giveaways public only? that would stop abuse, but not stop the giveaways.
Why punish everyone, and not those specific Russian groups that are abusing the system. And WAY before the steam regional trade locks, most people of course got their steamgifts from Russians, so all those people that had the ability to make giveaways in the old SGv1 and before the regional trade locks, all abused the system. :P

If SteamGifts treat bundled giveaways as independent regional bundled giveaways from general giveaways, all complains will end...
I mean, a game will be bundled only in its regional form (because whatever reasons), not ROW and other regions.
This means no hard done to the devs (once bundled, the game sells way less than unbundled) and no harm done to SteamGifts users because only who buy regional will get less CV because their discount.

can be easily exploited by picking ROW while creating the giveaway. As long as the winner does not complain SG has no way to know, so all the regional giveaway groups (Brasil, Russia, Turkey, SEA etc) will create their group giveaways as ROW and no one would complain...

This can be easily (automatically) detected by SteamGifts system, since the GA Region filters people, not the opposite.
(I mean there's no way to set to me, as an example, to enter in a RUS+CIS giveaway).
So, starting there, when a giveaway has ONLY one specific region accounts enters, there's no doubt there's a exploit there.
Again: if only one certain REGION accounts enters in a "ROW" group giveaway, you know what is happening there because people from other regions can't enter in that giveaway.
This problem you've raised has automatic solution doesn't even require staff attention or someone complaining...

someone raised this problem that can be easily solved by scanning what region people who entered are.
only people from same region entering in row ga seems much more like an exploit than a normal ga.
if this pattern (only one region people entering in a "row" ga) is set (I mean ruled) as exploit, there will be no future complaining.
this will force region groups to not try (what is already set as) exploit.
that way, this system could do way less damage than this current one since only a specific regional group can be genuinely damaged.

Yeah this sucks! I spent the last of my steam wallet money (after selling a key on top of this) thinking I was getting a nice deal. So I bought 3 copies and a week later it was listed as a bundle game. I dropped half a level putting me to level 4. I think you are just safer sticking to giving bundle games to prevent dropping so much ;__;

My bet is that the current bundle list rules on sg is far from perfect so they can't really write rules because people could easily find the flaws in the rules. There would be even more threads about exceptions not complying the rules…
There are many examples that imply some arbitrary decision, as high tier bundle or even when to remove or re-add an « exploited » game.
The least they could do by now is adding a « reason » column in the bundle list with generic reasons (in bundle, >95%, exploited, ...) that would not be a big overhead for the guy filling the list because at the time he adds a game he actually knows why.

I just gave away a copy of Bionic Commando (no, not Rearmed) I was having in my inventory only to find out it is not giving me my full CV value. This game has never been bundled before! I know there is no « written rule » about which discount lead a game to be added to the bundle list, but maybe someone has fresh info about that?

I guess this is to prevent russian people to farm CV on SG by making GA between russian groups.
As a consequence, and depending of the value of the ruble, many of the 90% off games will now fall into the « 95 % » category. If the ruble value fall even more it will also concern 85% or even 80% off games :D
