I've thought about it and I'm probably not a leech. I may look like a leech, but I don't feel like one. I guess it's theoretically possible, though, that I turn into a leech when the moon is full and the blood of helpless little giveaways calls to me.

I must confess, I agree with the OP sometimes when I see some of the people's profiles. It's just sad that some gain levels and basically leech of everyone and only create giveaways for 5-6 of their close friends.
On the other hand...
When you've spent enough time on the forums and in this community you get to know some people and want to give them a better chance so you create a group or a whitelist. Why not "reward" those who are active in the forum and make the community better/keep it alive?
Like with most discussions on the similar subject I remain undecided and try not to judge as you never know the people's situations and reasons why they're doing what they're doing. :)

Defense: I tend to stay away from creating public giveaways for a number of reasons. One, I love the idea of community and the forums here have a great one. I want to encourage people to participate in event's here, puzzles, celebrations and whathaveyou. Hence, the invite only giveaways that encourage participation. There have been some awesome ones too.
Such as, Himo's Birthday Thread, Frix's Labyrinth, My own Confession puzzle, Adam's round the mountain thing here, Draconis's Humble train and a million other awesome threads that aren't coming to mind right now. So, I love this concept. You don't get that on the front page by clicking enter and moving on. I saw one giveaway that had over 100 entries and like, 7 comments. People weren't even giving a gratitude statement.
Second, I've had a couple of instances where the winner of one of my public giveaways would just not respond to me at all. Ignore and block all communication with me and mark the game not received. Which, in turn, wastes my time. Waste's support's time with another unnecessary support ticket and overly frustrates me. They did this probably because of a lack of understanding of how the site works. I guess. Shrugs
I think that's mostly why. Granted, I want to start doing more public giveaways with a higher level requirement. 5+ mostly and I plan on doing it. Probably with some fancy desription promoting some random awesome thread here they can be a part of. I would imagine you would look down upon those giveaways as well since higher level requirement is similar to a group giveaway, as who can enter is limited to what level they are.

No one on the list is brand new to the site (I'm probably the newest one on it).
There's 350 people now and I'm too lazy to go through them all but I'll say it's probably 50/50 if they are higher or lower level than me.

That just means they have shared a lot of GAs and they themselves is a level 5 or higher..

So you're not taking into account that 99% of games I've won are from private and group gibs and all but 2 of mine were public?
Not to mention that all the public gibs I've won were bundled and I've made several non-bundled ones...
I'm not saying this to convince you to get in, I already have the games you're giving away and I commented for the fun of it, but your train of thought is a bit confusing to me as you judge simply by number of games given and not look at the whole picture (bundled/non-bundled etc.).

We dont have to share same ideeas and opinions anyway, but there will always be people who give more and offer less, it will never be a balanced situation (by the way, whitelist giveaway it`s a private giveaway after all, isnt it :P?)

What is a leech?
To ME it's someone who..
• Makes (zero / only one) giveaway and then leeches without ever giving back.
• For the most only creates "invite only / private GAs" and yet still partakes in public GAs
(i.e they can win from all but no one (from public) can win from them.)
• Creates GAs out of the free games from sites like Indiegala / Facebook etc..
• Has been on the site since day one (3 years?) and only managed to create a one, if not zero GAs
but have won 100 times and have a Steam library of 500+ games.. You know the type, right?
What I look at when deciding to whitelist:
• "% Invite" (% of Invite Only)
• "% Private" (i.e. Small Closed Groups)
• "% Created / Won" (i.e. Win Ratio in %)
• "% Region" (i.e. % of Region Restrictions)
• "Time since last GA was created"
Something I wish I could see:
• Length of time on completed giveaways (one world does not equal one time zone, please keep this in mind when creating giveaways.)
• When "Invite only" are for forum trains and thus open for all.
Whitelist 101
I reserve the right to boot you from the whitelist if:
• Your GA create to win ratio goes into the negative.
• Your "Invite Only / Private Group / Region Restricted" GAs exceeds 33% of your total GAs.
• Its been 30 days since your last GA but only a day since your last win, which now places you in the negative.
The former is only for approximate guidance, the last is an instant boot reason.
• You create "fake" region restricted GAs.
• You create GAs from free keys. (IndieGala etc.)
