How can you reach the 23.24€page ? By typing the direct URL I'll get redirected to store page in both case.
Searching up Valve Complete in store bring us the 17.99€ result (http://store.steampowered.com/sub/29197/)

Weird, in private browsing (no user logged in) I also could reach the bundle that costs 23.24. Definitely strange, but intresting :)
It seems like the more expensive bundle is supposed to be for another region (searching the link on google girst gives the url with /?cc=de at it's end). Also if you compare them, many game are more expensive, for example Left for Dead 20€vs 14€

Not strange at all. The package with the ID 29198 for 23,24€ is the LV pack (Low Violence), only for Germany. It cannot be purchased from other country.

The other package, with the 29197 ID, is for all other countries, and cannot be purchased from Germany.

The only difference between them is that the package with the ID 29198 for 23,24€ contains the Low Violence versions of Left 4 Dead 1 & 2. All other game contents are the same.
