How about, don't be a dick about the matter (as suggested above), and instead contact the creator and see what he has to say- perhaps he gave you the wrong key, or simply didn't realize the key was restricted.
After he gives you his 2 cents, you can type 'Agree to Cancel' in his giveaway, or simply mark 'Not Received', depending on how generous you're feeling.
After 7 days, if he still hasn't contacted you, mark 'Not Received' and move on.

Happened to me a while ago, it can happen to anyone that they overlook a region lock..... just told him to log a ticket - I had to agree that they can delete the GA and all was fine - didn't get a game but at least no one gets in trouble for a stupid mistake.

In my case, it was GreenManGaming having a hidden 'keys are no longer guaranteed to work after 7 days after purchase' rule [official rule as stated by support], and expiring some of my keys.
I'm quite glad the people involved were as generous and sympathetic as what you detailed.

Best thing is to get in touch with the giveaway creator. He might provide you with a region free copy and all will be fine. Maybe he will not be able to do that. Either you insist on your win and mark the game "not received" after the waiting period of 7 days, or you agree on the deletion of this giveaway for the creator, so he can make another proper region restricted giveaway for the game.
Best ask him if he knows about region restrictions, point him at the FAQ and Guidelines. Or maybe he just made a mistake. You will only known when you talk to him/her.

reply in the ga thread so the creator notices you, write on his steam profile, add him on steam.
- if you can contact him, return the gift and ask for a row copy. if he doesn't deliver, mark as not received and move on.
- it you can't contact the creator, mark as not received after 7 days. would be a nice idea to keep the gift for some time in case he comes back and tries to fix the mistake.

Personally I'd talk to the creator, probably try to convince them to cancel the giveaway, then make it anew with info about region restriction.
