I think it's pretty clear that under ordinary circumstances on a public giveaway, VAC bans are not a reason to request a reroll--you cannot place such special restrictions on public giveaways. Public giveaway means anyone that the SteamGifts website allows to enter (e.g., banned people, people with too low a feedback score, people without enough points for the giveaway) can enter, and if they win, you've already agreed to give them the game, VAC or otherwise.
On the other hand, giveaways that CAN have special restrictions, such as private giveaways, certainly could have a restriction of "No VAC bans on your profile" if you clear it with Support first, and then that would be a valid reroll request to make if your winner had been VAC banned.

Awesome! I have a not received feedback on my account, because the winner didn't meet the requirements and I had to wait very long for the support, so he marked it as nit received. Finally I can get rid of that and give the game to someone who really deserves it.

setting up new puzzled giveaways at the very moment and last time i had problems with leakers, thanks to you, the mods, i've gotten the reroll i wanted and the leaker didn't win.
However, now it's a lot easier if i get troubles with leakers again! THANKS

Sounds really good, but what happens if a creator doesn't like the person who won (VAC ban, country, language, attitude) and simply makes up a reason like "was rejecting my steam request and E-Mail", is there any way to for the previous winner to see what he missed so in case it's not correct he can open up a support ticket?
It won't get him back the game but the creator will be notified not to abuse this system anymore.
I can still request a new winner even though the original winner and myself already marked it as received. Guess you can deactivate this option if both say everything went fine?

Very interesting update. Simplyfing it but still keeping mod control is good, may help avoid abuse of this system.

It's no surprise we're behind on tickets, but we're quickly catching up with the help of some new moderators and tools at their disposal. This one is no exception. First off, if you have a ticket in support for a reroll request, it's been automatically closed, with a link to this thread. We're moving all requests for a new winner into an updated system with a handful of improvements to speed things up.
How do I request a new winner?
Head over to the View Created page, and open up the winner for one of your giveaways. You'll see a button next to their name saying Request New Winner. Clicking this button will forward you over to a form, where you can select a reason, and provide additional notes.

What happens next?
Once you submit a request, a support ticket is automatically created with the appropriate information for moderators to review. Any additional notes you provided are added as the first comment. If at any time you want to cancel the request, you can close the support ticket, or cancel from the View Created page.
Moderators have the ability to deny or approve requests with the push of a button. An automated message will appear on your ticket based on the moderator's selection. If it's denied, and you feel you left out important information, you can always submit a request again.
Security
Requests for a new winner must go through this process. Winners are locked, and cannot be rerolled by a moderator until a request is submitted. As we grow our team of moderators in the future, this ensures everything is logged, and giveaways cannot be rerolled without the permission of the creator.
Moderators cannot reroll their own giveaways, they need to be approved by another moderator going through the above process. Similiar to the previous point, this will allow us to safely expand our moderator team.
