But you will be able to contact them from the e-mailaccount that has always been yours before, while the hijacker cannot (and which he claims to have 'forgotten').
Think Support will take that into consideration if you contact them about account being hijacked.

They will. I once got my account back that way. Metro 2033 retail copy (was also the only game I had back then), account got hacked (I believe Valve's system got hacked, at least that was what I read about it later). So I contacted support, they asked me to send a picture of the retail game with the key visible and some additional info handwritten on a paper on the same picture.
Not accepting gifts as proof, there is something to say for that.

Do you really think they will do it? I doubt it, since they didn't solved the problem before. The Steam developers should create something like approval system for every Steam account. If you send the money from QIWI or any other pay system to your Steam account, you'll receive a message through Steam asking is it really was you who've sent the money. Click "Yes" and receive the money, click "No" and the money will be sent back to the sender. So your only problem will be how to keep your Steam password safe :)) But to be honest, guys, many of European or American Steam users are not so smart to take care of their passwords, security etc. Some of my evil compatriots just can't stand the temptation... I really hate those people but the only thing I can suggest to you all is to be smarter. And yes, I really hope that Steam developers will work the problem with rubles sending out soon. But I think it will not be so soon as we want.

Steam market is 1 month after your purchase of something from the Steam Store I believe. You need to wait 15 days after enabling Steam Guard to trade.

Well, it's actually possible such abuse to exist. But the very idea of user getting banned for doing absolutely nothing is stupid. They should foresee such scenarios when implementing 'new' payment methods, it's nonsense. Steam is not a kindergarden for its customers to receive random bans.

Yeah, that's mostly the point I don't buy. 9 Weeks, for a chargeback of only two or three cents? And support is stupid enough not to think that three cent charge from an account you've never had contact with before and the subsequent chargeback isn't suspicious at all? And there's no way to manually restore account functionality? Or if they go the key trading route, support will take his word with no contact and only one key over your word of the contact e-mail and several years worth of keys? But wait, I thought that they couldn't manually unban you for the chargeback anyway?
tl;dr: A bunch of people combining a whole bunch of rumors with this new one that anyone with any sense would realize probably doesn't work anyway.

Suspension is automatic (should be at least). The problem is that funding someone's account is a possible issue due to a possible mistake in a login for example. Such mistake may result in a chargeback and auto-suspension. wtf?

One thing most people don't understand is that chargebacks cost money. Valve doesn't just lose the money that was chargebacked, they also have to pay for the transaction and administration costs of that chargeback which is more than the few cents of the original transaction.
Chargeback abuse (aka friendly fraud) is a big issue for online businesses, not only because people could buy a product and then do a chargeback to get their money back (and Valve has no choice but to cooperate with a chargeback), but also because of those extra fees. So it's no surprise they'd want to punish the people who abuse the option to do a chargeback with a suspension. They've simply automated the process so the support staff doesn't have to manually go after people who commit such fraud. So it makes perfect sense to suspend accounts that abuse chargebacks.
The issue isn't with the suspension, but that apparently the way the Steam Wallet system is set up makes it vulnerable to abuse. It's possible to put money in someone else's wallet without any form of confirmation. While it's very stupid to tell others your login name or use the same screenname and login to begin with, it's just too easy to trigger an automatic suspension on someone else's account.

This happened to a guy on a forum I'm on recently. Here was the two letters he got from Steam support:
"Hello ___,
Thank you for contacting Steam Support.
We apologize for the delay.
There is a payment method in Russia that allows users to input cash into a kiosk and send the funds to their Steam account. It appears as though a Russian customer has entered the wrong Steam account name, yours, by mistake. Your account was not compromised, they have just sent funds to your account accidentally."
And here was the second one he got an hour later:
"Content purchased with these wallet funds has been removed from your account.
This account will have restricted functionality for 9 weeks.
This account will be restricted for 9 weeks (until 31 Aug). Purchasing, gifting, trading, cd-key activation, and Steam Community access have been disabled. If the chargeback is removed, this restriction will be lifted and the content will be returned to your account."
Effectively, no summer sale for him. Jesus christ Steam, get your support right this is insane.

Yep. The first is an actual written response from support from his ticket, and I guess they assumed that it happened by "mistake" (he had pissed some Russians off in some game for telling them to shut up when they were spamming global voice chat or something).
The second one is the automated message of suspension you get when the chargeback happens.

This is not an exploit. The original poster's account was locked due to an error on Support's behalf.
If a user would add funds to your Wallet that is in another currency, you would not have any issues. If this would happen, please contact us immediately so that we can assist the user to get money to his own account and to have your account adjusted.
Users cannot charge back their Kiosk or Qiwi purchases, as this is not possible. Any chargebacks occurred are created by Steam Support, and we will be happy to remove them if they have not yet been removed by us.
If you have any further questions, please let us know - we will be happy to assist you.
