It said if the seller doesn't answer till 21th I will get my money but in my time zone it's 22th and don't know what do do.

be patient. every single time I've opened a dispute in paypal I've got my money back. If it's still the 21st anywhere in the world, he still has time to respond.

Ever since they split from Ebay, they've failed to address both disputes I've had since.
Are any of your experiences similarly recent? :/
They just up and closed my cases without a resolution either way, each time. >_<

first of all - did 240h pass? cause if you made transaction at 23 and it's now 01 - you may still have to wait 1 day ;)

2nd of all - 10 days may mean 10 workdays (excluding weekends) - then you will have to wait 2 weeks.

3rd - was it transaction of digital goods (like game key / gift / in-game-item / etc? because then PP may just reject refund just like that, because they do not support private "digital goods distribution" ;)

2) I think you are wrong. Paypal tells me he has time to answer till 21th.

@4 - it depends whether paypal accepts your refund or not. Generally he moment refund request gets acceted the money is put on hold, but he caould transfer/spend it before that. If he did - if he spent it in PayPal verified shop, money should be put pon hold, if not - it will be dispute between paypal and seler, if he transfered to bank account paypal will not get that money back. if they give you the refund in latest case they will block his PP account and request him to give money back. If not they will ban his acc but do noething more - he will set up new bank acct / CC and make a new PP account and will be free to use PP again ;)

Just found it btw:

PayPal has significantly expanded coverages for both buyers and sellers over our tenure as a payment processor, and I can confidently tell you that if you win a claim, your refund is guaranteed, even if the seller doesn't have the funds in their account.

It is still the 21st in both those timezone. They generally go by THEIR time zones, unless otherwise stated. Assume that about ANY business that is from and based out of the US. They will go by their timezone. A lot of large companies do this actually; some large gaming companies will have something release world wide at a certain time in their timezone. So yeah, just have some patience and unless a business says otherwise directly to you or in the FAQ, assume they mean THEIR timezone, not yours. At this moment, it is 4:10pm in Nevada and 3:10pm in California, on the 21st.
