The higher the level, the more likely the winner will behave appropriately.
Unfortunately, there are bots on public ga's, so I feel some people don't actually physically check their wins sometimes, even if it says they're logged in. I feel you pain though, but there's nothing you can do. If I have an issue with someone, then I block them for future peace of mind, but the chance of them winning again is obviously slim, so eh, you just gotta grin and bear it.

No you don't, you get CV for any giveaway for any level, the only restriction is number of entries (at least 1 for public, and 5 for everything else).
Try forum GAs, they rarelly bring that many headaches.

You kinda have to judy grrl out the range that works best for you for any giveaway via accumulated experience, but you're not going to see abuse limited to a minority of occurances until about level 4 giveaways. You don't really see it become a neglible concern until level 6. While there is a noticable decrease in abusive encounters between the first few levels, levels 0 through 2 are pretty overwhelmingly toxic. As such, it's not surpirsing if your level 2 giveaways ended up similar to your level 0 ones.

Of course, there are exploitative users up through level 10, so there's always some degree of risk, regardless of how much it shrinks down. SGT filters and actively moderated, well-considered groups are the safest options by far (as at least you can be fairly confident that you've limited the range of issues which can possibly occur).

Edit: That was supposed to read "feel out", not "judy grrl", and I'm not at all sure how that even was possible to typo that badly, but it's amusing and so it's staying. :P

It can mean whatever you want it to mean, but only if that meaning is one that makes you laugh. ^.^

I've personally decided that it means "making random decisions while being distracted by something stimulating gorging on tacos", after which I extrapolated that "acculumated experience" was actually a euphamism for high levels of intoxication. I'm pretty sure I've got this all figured out properly- but it's possible that I might just be judy grrling this whole thing up.

I had about 1 issue giving gifts and it was around level 0. The child who received my gift was rude and privileged. The child used an old email for steamgifts and never checked it, nor attempted to communicate with me.
Ever since I started making giveaways for levels 3 and up, I have had no issues.

You can already ask your winner to agree to a deletion, after which point you can put in a support ticket linking to that comment, and staff will delete the giveaway for you.

Beyond that, the only time either users or staff care about Not Activateds is if they're excessive in number or otherwise indicative of misuse of the site by the giveaway creator. Moreover, I've never once encountered a situation where someone lied about a key, and all other activation issues were resolved just by moving away from public giveaways (including unprotected invite giveaways and open group giveaways). From what I've seen, those elements are typical for SG users on all counts.

As far as your concerns on activations go, there's nothing you're bringing up that isn't already adequately handled by site policy and staff.

As far as rule-breakers not being properly restricted from giveaway entry, I believe the justification for that was that it was felt to be too much effort to oversee (since you can't fully automate the process, due to Steam's iffy reporting, meaning that any automation could at best only flag users for review). As far as cg not implementing a basic SGT-esque toggle for rule-breakers on public giveaways, that's associated with his general unwillingness to implement restrictions [not based on region or level] on public giveaways.

In short, if you want to avoid problems- be it from rulebreaking or nonactivations- make sure your giveaways are put into trustworthy closed groups or that they are covered by an SGTools filter. It's a bit awkward at first glance, but it works out rather well once you're accustomed to the setup.

When someone mark as not received and You are SURE it was valid key, You start ticket. I had to do that once and the "not received" changed to 'received" after that.

Also You know. Sometimes people are away from their homes. If they are online and You know it, they should have a popup message on every refresh of the page that says they have win and the key has been sent. Just like the normal win message, but when the maker of the ga send the key, the popup will be showing up every time, til someone mark the giveaway.

I also had some bunch of old keys and they ended up being invalid for some reason. I asked people if I can delete, everyone agreed, but one never answered. I don't know if the person just ignores me and is mad that he won 2P giveaway and someone dares to ask him about deletion or what. Agree or not, there are some manners... to answer when someone is asking You something...

But except that two, I never had ANY problems and all my ga's are 0 lvl ones. I have (had) 6 lvl, so I have given "a few" keys (probably I reverted to 5, when some games changed its price... however I don't know how to check it...).

Depending on where you got your key from but normally you can ask a shop for a replacement key. The shop will revoke the first key and give you a new one.

This site seems to favor people that win more than the people who give. (strange as givers are what keeps the site going)
Example: If I give a key and a person wins and they use it on a alt account then claim the key was bad, I could get a "not received" that could hurt me entering future giveaways,

Yup, I agree the rules are a bit unbalanced in that respect.
Fortunately that kind of shit only happened to me once, so I guess most users behave correctly. Particularly if, as someone mentioned, you don't create level 0 GAs.

There's no way for support to check the keys, so it's impossible to have a 100% fair way of dealing with such cases, but that sort of behavior will sooner or later lead to the person getting banned.
